What was MacLaren Hall?

A Los Angeles County-run emergency shelter in El Monte, California, that housed children removed from their homes due to abuse, neglect, or pending foster placement. It operated from 1961 until its forced closure in 2003.

The abuse pattern

Hundreds of survivors have come forward alleging systemic sexual assault by staff, social workers, and older residents, fueled by chronic overcrowding (often 250+ kids in a 124-bed facility), no background checks until 2001, and ignored complaints.

LA County's alleged liability

Plaintiffs allege Los Angeles County and DCFS knew about the abuse, failed to investigate reports, and let known predators remain on staff. In April 2025, LA County approved a historic $4 billion tentative settlement covering 6,800+ claims.

Who is eligible?

Anyone who was sexually abused as a child while housed at MacLaren Hall between 1961 and 2003 may qualify. Under California's AB 218, survivors up to age 40 can still file, and courts are accepting select claims beyond that window.
